Michael Dorsey is the Chief Learning Officer the Maryland Department of Human Services. He utilizes an agile learning design approach to provide agency-wide development and on-going management of DHS’s learning strategies. He serves as principle designer for most agency wide, in person and e-learning courses adhering to adult learning theory. He represents the agency on various boards and committees established to plan and execute learning initiatives mandated by the Governor.
